Mayor Haim Bibas wishes all residents of Modiin Maccabim Reut and the House of Israel a Happy New Year. May the upcoming year be a year of happiness and health to all.

On the eve of the New Year - we continue to develop, to be on the move and to lead in many areas and with more innovative and efficient methods.
It is impossible not to notice how the city has changed in recent years. Even in the last year, we have developed and grown into a city with more than 100,000 inhabitants, and even though we are a large city, the feeling is that we are still a small settlement.

Recently, the “Municipalities Ranking" was published for 2022 (on the "Midrag" website) according to which the Municipality of Modi'in Maccabim Reut stands, once again, at the top of the table in many areas: cleanliness of the city, education, access to information for residents, planning and construction and more.

Despite the size of the city, we continue to give personal attention to everyone and emphasize one area on which we do not give up - the education of our children! Just last week, the educational statistics were published according to which we continue to maintain high matriculation eligibility percentages as well as the percentage of those eligible for a matriculation certificate with honors.
This year we will continue to invest half of the municipality's budget in the municipal education system.

Our investment in the education system and that of the parents at home has proven results! For more than a decade, the city has been ranked first in recruiting for the IDF and in the rate of officers for both boys and girls.
This year we intend to continue to advance, and more strongly, the field of innovation and the promotion of the Smart City. During the Corona period, we established a Digital Innovation Center which is, in itself an innovative system in Israel and the world. During the last year we were privileged to host delegations from Israel and abroad who see us as a model for an advanced city, and come to learn from us how to manage a city using a database that results in saving resources and improves services to residents.

We have not yet exhausted all the capabilities of the municipal systems we have established, and we are working to expand technological capabilities. During the coming year, we will implement artificial intelligence systems and integrate control systems, with the main goals being to optimize services to residents and to save resources that can be invested in other areas - education, culture, leisure, and more.

With technological developments, we continue to strive for continuous improvement of services to residents - the online service process that began during the Corona period is bearing fruit. The new work procedures allow residents to perform almost any possible action from anywhere.
The municipal hotline was also upgraded and became a sophisticated "viewer hotline", which is connected to technological systems and allows us to know about faults in real time and deal with them in a fast, efficient and Smart way.

In 2023, we will install security cameras throughout the city and introduce another technological tool, drones, which will provide live situational pictures from the area regarding security events, traffic regulations, cultural events and more.

As a leading city in the field of digital innovation, we have begun the process of installing optic fibers to educational institutions and the public, alongside a multi-year plan for energy efficiency.
This past year was full of activity, streamlining and development - the Boulevard in the center of the city is lively with businesses continuing to open there, the Leisure and Water park is a cool and refreshing solution for families in the city, the SpaceMod hub serves as a home for businesses and students, the Hasmonean Heritage Museum has become a tourist center, and the Gray Club brings music to the city each week.
Currently, we are executing the planning and implementation of additional significant projects - I would like to share some of them with you:
Firstly, we will continue to promote the opening of new businesses and help existing businesses on the Central Avenue and in all the commercial centers.

We are currently planning another underground parking lot on Central Avenue and above it there will be open fairgrounds with restaurants and cafes. This, in addition to the works being carried out to build another business complex that will contain cinemas and an innovative medical center.

At the same time, we are planning to establish a district for young students. The district will include various types of small apartments for rent at reasonable and predetermined prices. As part of the project, an innovative campus for higher studies will also be built. At the same time, we are looking at partnerships with universities around the world.
We will work to expand the uses for businesses and students in SpaceMod, and soon we will open the "SpaceBar", the complex's pub, which will give residents another corner to relax during studies and work.
We will speed up construction of the additional pool in the Water and Sports park and the construction of the Olympic climbing walls - and I have no doubt that this place will be a national attraction.
We are currently building a therapeutic pool in the municipal pool complex, which will allow residents to receive hydrotherapy treatments here in the city.

The Culture Hall (Heichal HaTarbut) is undergoing a face lift these days with the construction of a new entrance to the hall. Work for the construction of the Municipal Conservatory in the Moreshet neighborhood is already underway.

We will soon open the archaeological park in Givat A-Shon in the Moreshet neighborhood, which will join the Hasmonean Heritage Museum as part of a plan to preserve historical sites in the city and increase tourism here. Soon we will open a souvenir shop at the Hasmonean Heritage Museum.
We will continue to upgrade Anaba Park and work to cultivate the wadi and the stream in its center.

In the coming year, we will continue development of the new neighborhoods - Nofim and Moreshet, building infrastructure, educational and public institutions, and of course increasing cleanliness and enforcement in these neighborhoods.

We will continue to upgrade sites and infrastructure in other neighborhoods and areas of the city: upgrading the barbecue park complex in Einav center, refreshing and renewing playgrounds, performing a facelift to the Pump Track in the Moriah neighborhood and more.

Planning for the construction of about 260 new housing units in the Kramim neighborhood is slated to commence soon. These units are intended for young couples, and I intend to demand that a large part of them be intended for residents of the city.

About a month ago, the Master Plan for the second phase of the city was approved. The new plan includes about 40,000 new housing units, with a significant portion of them intended for young adults of the city, and this is something I stood by because we want you and your children to stay here with us.

In addition, the plan includes the establishment of a regional medical center, an academic center and a new business district.
As soon as the plan was approved, I met with the CEO of Israel Railways and we agreed on the extension of the train line as an underground extension that would continue from Modi'in Merkaz Station to the new business district.

The plan emphasizes the preservation of open areas and states that the southern hills will be a National Park.

In addition to all this, we are planning to build a national municipal stadium in Einav Center with thousands of seats.
We have a lot of work ahead of us and I am sure this will be a fruitful and successful year.
