The Strategic Planning, Research and Innovation Division in the municipality of Modi'in Maccabim Reut is responsible for leading strategic processes and for urban policy planning in routine and emergency situations.

The division deals with issues on the agenda, conducting urban surveys, studies and analyses, analyzing existing data and demographic forecasts, compiling a statistical yearbook along with formulating recommendations and solutions for different time frames and having control over implementation.
The division is entrusted with accompanying cross-organizational processes (at headquarters), and the establishment of an urban data bank that assists in the development of urban knowledge infrastructure. This provides another perspective that enables decision-makers to create professional and comprehensive policy-making processes.

The division helps create a mechanism for early warning systems, for dealing with situations of uncertainty, group and interest pressures, as well as identifying new opportunities and action points, from an integrative point of view. In this way, the division helps to create urban priorities, identify and analyze the long-term consequences of short-term decisions.
In addition, the division accompanies master plans and strategic projects and assists in the preparation of annual and multi-year work plans for the planning, development and implementation of urban policies based on systematic data collection and analysis and identification of urban needs. This is done in collaboration with managers of the professional units, updating the plans according to updated needs and maintaining control over the execution.

The Division for Strategic Planning, Research and Innovation is also responsible for managing the municipal Digital Innovation Center, which houses integrated technology systems, real-time information and advanced services in SmartCity management. The center provides a platform for monitoring and control through advanced technological systems, analytical analysis of urban data in real time, alongside examining trends and required planning at the strategic level, in order to manage urban resources and services in a more efficient, quick and cost-effective manner.

Statistical yearbook

The statistical yearbook of Modi'in Maccabim Reut, produced in a new edition, for the third consecutive year, presents and maps data on 30 demographic, economic and social topics, describing life in the city and neighborhoods in the past, present and future. The yearbook contains tables, charts and maps that include physical and human characteristics of the city as a whole, and in the segmentation of neighborhoods such as the number of residents, migration balance, natural growth, construction data, housing, trade and employment, education and training, economic characteristics, work and welfare, activity centers, green areas and more. The comprehensive information gathered under this publication allows decision-makers to better understand the needs of the residents and provides a tool for planning at the strategic level of the city's surface and the quality of life within it.

Digital Innovation Center

The establishment of the municipal Digital Innovation Center introduced Modi'in Maccabim Reut to a new era that combines technology systems, real-time information and advanced services that enable smart city management. The center is unique to Modiin Maccabim Reut by virtue of being a complex that brings together all the municipal data in countless cross-sections and insights from various advanced systems.
The Digital Innovation Center is, in effect, a digital platform for monitoring, managing and controlling municipal systems. A team of dedicated staff analyze and process the data, monitoring and controlling compliance with the mayor’s goals, which are used as quality work tools to manage the municipality's resources in an optimal way. Public Opinion polls
The division frequently conducts public opinion surveys in order to better understand the needs of the city's residents, and make them accessible to the various units in the municipality.
