Completion of security fence installation

The new security fence at Maccabim has been inspected by the Ministry of National Security and was found to be fit and meet the required standards.

The fence was built parallel to the existing settlement fence, on the Maccabim Seam Line, and will provide an additional layer of protection for residents of the area against various security scenarios.

Phase II of the project will now begin, which includes the installation of advanced technology. Five innovative radar systems with smart analytics capabilities will be installed, covering the area between the IDF separation fence and Beit Sira. These systems will identify suspicious movements in real time, analyze the information and send alerts to the municipal security center.

Deployment of advanced security cameras: advanced cameras with analytics will be placed along the fence to transmit information in real time directly to the security center. This will enable continuous monitoring and a rapid response to any unusual event.

Upgrading the drone array: the municipality will purchase an additional autonomous drone to the existing drone array, to operate continuously in the seam line area. The drone will perform scans and patrols in the air along the fence and will be able to identify and monitor suspicious movements, even in cases where there are attempts to disrupt the operation of the ground cameras. The drone will join the municipal drone unit that is already operating successfully in the city.

In addition, the area between the Maccabim fence and the security fence was surveyed to allow the cameras to better identify events in the area and provide advance warning.

The construction of the fence is part of the plan to upgrade and strengthen the security system with an investment of NIS 2.5 million, in light of the ongoing security challenges since the October 7 events. The plan, formulated by the Security and Emergency Administration in the municipality, with budgetary assistance from the Ministry of National Security, is intended to strengthen security for the city's residents and improve existing security systems.

Explaining the security plan, Mayor Haim Bibas noted that it is based on a system of three perimeter security circles:
Distant circle: Radar systems that provide early warning of threats close to the security fence.

Intermediate circle: The new security fence will detect suspicious activity in the area between the IDF fence and the settlement fence and will constitute an additional obstacle to an attempted infiltration into the settlement.

Close circle: Drones and cameras that provide constant monitoring and real-time transmissions to the municipal security center.

The three security circles will assist in the work of security missions to be managed by an innovative 24-hour security center, the construction of which is currently underway. The center will coordinate the work of the headquarters led by Mayor Haim Bibas and the Head of Security and Emergency Management, Shmulik Cohen, to operate in cooperation with the Maccabim Neighborhood Committee, the borough portfolio holder, council member Kfir Cohen, and all the security forces operating in our area - the army, the security patrols, the municipal police and the Modi’in police.
